The new program supported by Lithuanian State Science and Studies Foundation started on September 01, 2003.
The programme IT-Health is devoted for primary storing, processing of biomedical information and for creation of multi-objective analysis based clinical decision support strategy.
The aim of the program:
To access the use of telemedicine for patients, make accessible world-wide distance education and create common international network for data exchange, research and clinical decisions support in ophthalmology and cardiology.

The purpose of the project was: to develop technical infrastructure
for telemedicine in Lithuania and to train doctors of the leading hospitals
to use telemedicine facilities in Lithuania and also communicating with
Swedish and other colleagues abroad.
Project started in three cities: Kaunas, Lund and Stockholm including
two specialities: ophthalmology and ENT.
Technical infrastructure for common Swedish-Lithuanian networking has
been established. Rooms for small group videoconferencing and P.Avizonis
auditorium for big videoconferences in Kaunas Eye Clinic renewed and adapted.
ISDN lines and TC/IP networking installed. Telemedicine Support Center
of Kaunas University of Technology established.
The problems Litmed project solve:
1. Teleconsultations and second opinion.
2. Distance education.
3. Information exchange and creation of common databases.
According to our experience in developing of infrastructure
in Eye Clinic of Kaunas Medical University Hospital the worldwide teleophthalmology
network could be created in Lithuania.
Development of telemedicine services in Lithuania have a great importance
for the Lithuania health care system as there is a great potential to
reduce preventable disease, improve quality of health care and increase
professionalism of doctors by using distant training and consultation
with modern telemedicine techniques.

One of the medical clinics at Kaunas
Medical University Hospital that has shown great interest in making use
of the digital technique to further develop and make their work procedures
more efficient is the clinic of Pathology. This desire has received strong
support from the Hospital Management.
In Sweden, there is not only substantial experience of
telepathology within healthcare, but also a company with considerable
experience of computer laboratory systems for clinical pathology inter
alia. By developing an IT-system for pathology for the University Hospital
of Kaunas with telemedical activity support from Sweden, the hospital
can function as a reference center for Swedish IT-based healthcare knowledge
towards the other Baltic States, western Russia, Poland, Ukraine, and
Byelorussia along with others. In the project there will be possibilities
for other Swedish company’s within the medical sector to participate at
seminars and study tours.
The Internet web site has been created in order to promote
and facilitate the development and implementation of training, professional
development and information programs for eye-disease specialists. The
web site contains an information and diagnostics - focused database that
will assist the general practice physicians to diagnose and differentiate
acute eye diseases. The structure of the database is built on the differential
diagnostic tables with a comprehensive visual information (biomicroscopic,
ophthalmoscopic vision).
The web site is of great use and importance for professional development
and consulting of practicing physicians, and also for training and self-study
of medical students.
The Baltic Medweb project started in the 1st quarter of
2001 and one of its main goal is to establish high quality image databases
and clinical routines of storing images within 4 medical disciplines.
Baltic Medweb II started in March 2002, and its main goals is to establish
a pilot with Image management connected from EPR system, and connection
to PACS systems.
